ROME, ITALY / RankWire.AI / – Italy has allocated €1.55 billion to a total of 59 water infrastructure projects across 17 regions under its national recovery strategy. The Ministry of Infrastructure and Transport finalized this distribution within a span of four months. These initiatives encompass aqueduct enhancements, distribution network improvements, and other systems vital for water supply and infrastructure resilience. The majority of the funding will benefit southern regions. The funding package combines resources from the national recovery fund with additional contributions from project beneficiaries.

Approximately €830 million, representing 53% of the total public funds, will go to southern Italy, surpassing the program’s 40% minimum allocation for the region. Beneficiaries will also contribute around €683 million of their own funds to these projects, making the total investment exceed €2.2 billion. The funds aim to enhance water efficiency, reinforce infrastructure, and minimize losses throughout supply networks.
Distribution of the funds is managed through SFNIISSI, Italy’s financing scheme dedicated to strategic water infrastructure and supply security. This initiative is part of the country’s PNRR recovery framework and leverages NextGenerationEU resources. Initially, €1 billion was available before an extra €576 million was added to the pool in August. Invitalia oversees application processing, grant procedures, and project oversight within the program. The broader water investment strategy is overseen by the Ministry of Infrastructure and Transport in connection with this funding.
Majority of Funds Will Support Southern Italian Regions
Eligible entities include public authorities and companies responsible for managing water resources and related infrastructure. Grants can cover up to 90% of eligible expenses for projects focused on efficiency and structural safety. Digital projects aimed at reducing water loss can receive funding up to 85%. The application window opened on May 6 and closed on June 8 after an extension. Afterward, officials evaluated submissions and allocated the available resources across the approved projects.
These funds support infrastructure already identified within national planning and other priority programs. The projects financed involve upgrades to aqueducts, distribution systems, and facilities crucial for maintaining reliable water supplies. Invitalia handles the administrative tasks related to grant management and monitors project progress. The beneficiary contributions significantly boost the overall investment, with the total exceeding €2.2 billion when public and private funds are combined. The latest funding round marks the entry into the implementation phase, aligned with the PNRR timetable and oversight procedures.
Funding Builds on Previous Water Infrastructure Efforts
This allocation continues Italy’s earlier investments under the PNRR for primary water infrastructure. By July, Italy had completed 48 water systems through another recovery measure, exceeding the target of 45. Among these, 37 are classified as complex infrastructure. Authorities also reported 79 individual interventions carried out by 52 implementing bodies. Approximately €1 billion in recovery funds supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed uses.
Of the completed systems, 25 mainly serve irrigation needs, 20 are dedicated to drinking water, and 3 serve both purposes. Italy has also programmed and financed more than €6 billion for water-related projects through its broader infrastructure investment framework. The new €1.55 billion allocation adds 59 projects to this extensive water upgrade program. With the funds now allocated, these projects will proceed into the implementation phase, following the established PNRR schedule and monitoring protocols.
